Two traffic enforcers from the Manila Traffic and Parking Bureau (MTPB) were dismissed after they were caught on a mobile phone camera allegedly extorting money from a truck driver they had accused of violating traffic rules along Fajardo Street, corner Lacson Avenue, Sampaloc, on Friday, 18 July.
After the video went viral, Manila Mayor Isko Moreno immediately ordered MTPB chief Dennis Viaje to prepare the dismissal order for the two, consistent with his one-strike policy against any traffic constable who receives a complaint for extorting money from motorists.
Moreno presented to the media in his office enforcers Emmanuel Yumul and Laurence Montoya, both assigned as field enforcers at the District 4 office in Sampaloc.
“In the interest of the service, effective immediately, you are hereby directed to cease and desist from performing your assigned task as traffic enforcers,” read an order issued by Viaje. “Such misconduct not only adversely affects the morale of your colleagues but also brings disgrace to the entire MTPB organization.”
