Tulfo pushes labor and welfare reforms in 20th Congress

Senator Raffy Tulfo on Thursday introduced the top 10 priority bills he will push in the 20th Congress, focusing on labor protection, social welfare, and institutional reform.

Among the proposed measures is the Wage Theft Law, which seeks to impose stricter penalties on employers who fail to provide proper compensation to workers.

Tulfo also filed the Anti-Abuse of Pakyawan (Piece-Rate) Workers Act, aiming to prevent the misuse of piece-rate systems to bypass minimum wage and overtime pay requirements.

The senator is also pushing for the creation of a Department of Water Resources, an agency dedicated to managing the country’s water supply and irrigation systems.

To improve public transportation, Tulfo proposed the Magna Carta for Commuters Act, citing the need to implement comprehensive policies to address commuter needs and rights.

Meanwhile, Tulfo's Hour Overtime Pay for Health Workers Act ensures that health workers receive proper compensation for their extended working hours.

In support of law enforcement accountability, Tulfo filed the Body-Worn Camera Act, which mandates the use of body cameras in police operations.

Other proposed measures include the Expanded School-Based Feeding Program, which aims to provide free meals in public schools; the Limiting the Collection of Travel Tax Act, which seeks to exempt economy-class travelers from paying the travel tax; and the Anti-Domestic Violence Act, which strengthens protections for victims of abuse regardless of gender or sexual orientation.

Rounding out the list is the Financial Literacy Education for OFWs Act, which promotes financial education for overseas Filipino workers to help them manage their earnings effectively.

Tulfo reiterated his commitment to championing the rights and welfare of ordinary Filipinos through legislation.
