Napolcom reshuffles key officials

The National Police Commission (Napolcom) announced Thursday a significant reshuffling of officials across its Central and Regional Offices, with the changes set to take effect on 23 June 2025.

Napolcom chairperson and executive officer Rafael Vicente Calinisan stated that the reassignments, detailed in Special Order No. 2025-140 dated 16 June 2025, are designed to enhance internal accountability and align leadership capabilities with the agency’s evolving institutional demands.

“This reshuffle reflects our ongoing commitment to performance-based leadership, good governance, and responsive public service,” Calinisan said. “We are placing the right people in the right roles at the right time because the stakes of public trust and institutional credibility demand nothing less.”

The reassignments affect Staff Service Chiefs (SSCs) and Assistant Staff Service Chiefs (ASSCs) in the Napolcom Central Office, as well as regional directors (RDs) and assistant regional directors (ARDs) across the agency’s 18 Regional Offices.

In the Central Office, Dir. Arlene L. Castro-Co has been named acting deputy executive director, succeeding Dir. Myrna De Persia-Medina, who retired on 28 May 2025. Dir. Benjamin DA Florentino is now SSC of the Personnel and Administrative Service (PAS), while Dir. Mialeen U. Perlas remains ASSC, PAS.

Meantime, Dir. Mylene M. Eguilos-Caluya assumes the role of Acting SSC of the Legal Affairs Service (LAS), replacing OIC-SSC Atty. Nathaniel S. Dela Rosa, who is now acting ASSC, LAS. Dir. Analiya Y. Ancajas has been designated acting SSC of the Planning and Research Service (PRS), with Atty. Marigold A. Alegria-Mendoza as Acting ASSC, PRS. Dir. Aileen T. Arcin is transferred to the Financial Service (FS) as SSC, and Ms. Fatima Q. Cruz is designated as acting ASSC, FS. Dir. Renato S. Santos assumes the role of acting SSC of the Installations and Logistics Service (ILS), with Engr. Rey Arvin P. Serrano as acting ASSC, ILS.

Several key officials in the Central Office have been retained in their current positions, including Dir. Donna Lynn A. Caparas as SSC and Atty. Christine S. Leones as acting ASSC of the Crime Prevention and Coordination Service (CPCS). Dir. Edman B. Pares and Dir. Edilberto P. Pardiñas will continue as SSC and ASSC, respectively, of the Inspection, Monitoring and Investigation Service (IMIS). Jelthea L. Caleja remains OIC-SSC of the Internal Audit Service (IAS) and Atty. Cyrine Anne DG Angeles continues as National Appellate Board (NAB) coordinator.

The recent reshuffle also impacts several regional directors — Dir. Romeo David (NCR), Dir. Evangeline R. Almirante (Region 3), Dir. Julieta P. Rañeses (CALABARZON), Dir. Leonora G. Bartolome (MIMAROPA), Dir. Maximo T. Lasaca I (Region 7), Dir. Pablito M. Abad, Jr. (Region 9), Dir. Randy F. Babao (Region 10), Dir. Ma. Teresa E. Tuburan-Pacudan (Region 11), Dir. Ramon E. Dela Cruz (Region 12) and Dir. Owen G. De Luna (NIRO) have all been reassigned.
