The local government of Pototan, Iloilo has formally turned over a property in Barangay Batuan to the Social Housing Finance Corporation (SHFC) through a Deed of Donation, reinforcing the administration’s push to provide decent and affordable housing under the expanded Pambansang Pabahay para sa Pilipino (4PH) Program — the flagship housing initiative of President Ferdinand Marcos Jr.
The donation of a 21,684-square-meter land was formalized on 13 June during a ceremonial signing held at the SHFC Head Office in Makati City, led by president and CEO Federico Laxa and Pototan Mayor Rafael Enrique Lazaro. The turnover is in compliance with Executive Order 34, which mandates the identification and use of idle government land for housing purposes.
The property will serve as the site of Iwagville Neighborhood Association Inc., comprising nine five-story buildings designed to accommodate over 1,200 low-income families in Pototan. The accord is in line with the vision of the Department of Human Settlements and Urban Development under the leadership of Secretary Jose Ramon Aliling to ensure that every Filipino has access to safe, decent and affordable housing.
In his remarks, Laxa emphasized the significance of the partnership in transforming lives and building inclusive communities. “This Deed of Donation is more than just a legal document — it is a testament to the commitment of the Pototan LGU to uplift the lives of its constituents,” he said. “It brings us one step closer to building not just homes, but inclusive communities where every Filipino can thrive.”
Meanwhile, Mayor Lazaro expressed deep appreciation to SHFC and welcomed the collaboration. “On behalf of the people of Pototan, we are thankful to SHFC for the realization of this project as we wanted decent housing for low-income earners and this project is a welcome and much-needed development for our community,” he said.
A tripartite Memorandum of Understanding between SHFC, Pototan, and Dynamic Planners and Construction Corporation was also inked during the ceremony, formally launching the development of the project.
The ceremony was attended by key SHFC officials, including executive vice president Atty. Junefe Payot, support cluster vice president Atty. Leo Deocampo, VisMin 4PH vice president Engr. Felman Gilbang, and Treasury Vice President Jason Yap. Also attending the event were Dynamic Planners and Construction Corp. president Carmelo Africa III and municipal administrator Atty. Robert Parcon.
