Pototan LGU donates land to SHFC to support 1,200 4PH housing units

The local government of Pototan, Iloilo has formally turned over a 21,684-square-meter property in Barangay Batuan to the Social Housing Finance Corporation (SHFC), boosting efforts to provide affordable housing under the Marcos administration’s Pambansang Pabahay para sa Pilipino (4PH) Program.

The land donation was sealed through a Deed of Donation signed on 13 June at the SHFC Head Office in Makati City by SHFC President and CEO Federico Laxa and Pototan Mayor Rafael Enrique Lazaro. The initiative aligns with Executive Order No. 34, which mandates the use of idle government lands for housing purposes.

The donated lot will house the Iwagville Neighborhood Association, Inc., a mid-rise housing project consisting of nine five-story buildings designed to accommodate over 1,200 low-income families in Pototan.

“This Deed of Donation is more than just a legal document — it is a testament to the commitment of the Pototan LGU to uplift the lives of its constituents,” said Laxa. “It brings us one step closer to building not just homes, but inclusive communities where every Filipino can thrive.”

Mayor Lazaro welcomed the collaboration and expressed gratitude to SHFC. “We are thankful to SHFC for the realization of this project. Decent housing for low-income earners is a much-needed development in our community,” he said.

During the ceremony, a tripartite Memorandum of Understanding (MOU) was also signed among SHFC, the Pototan LGU, and Dynamic Planners and Construction Corporation, formally launching the project’s development phase.

Present at the event were key SHFC officials, including Executive Vice President Atty. Junefe Payot, Support Cluster Vice President Atty. Leo Deocampo, VisMin 4PH Vice President Engr. Felman Gilbang, and Treasury Vice President Jason Yap. Dynamic Planners and Construction Corp. President Carmelo Africa III and Pototan Municipal Administrator Atty. Robert Parcon also witnessed the signing.

The Pototan project joins a growing list of SHFC-led developments under the expanded 4PH Program, which now includes projects like Crystal Peak Estates in Pampanga, People’s Ville in Davao City, and Valley View Township in Misamis Oriental.

SHFC is also reviewing Community Mortgage Program (CMP) applications and updating its guidelines to match the housing delivery targets of Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Ramon Aliling, who aims to make safe, decent, and affordable housing accessible to every Filipino.
