The Civil Service Commission (CSC) on Friday released the list of topnotchers for the Career Service Examination-Pen and Paper Test (CSE-PPT), which was conducted last 2 March 2025.
Charina Mae P. Tigbayan from the National Capital Region (NCR) led the Professional level with a rating of 97.91 percent, while Joshua P. Cabangon, also from NCR, placed second with 97.56 percent.
Other top passers for the Professional level included Isaiah Gil E. Ortiz (NCR) with 97.24 percent; Mica Maurine M. Adao (NCR) with 97.22 percent and Frances Diana C. Serrano (Region IV) with 96.95 percent.
In the Subprofessional level, Gerald Son B. Borilla III from NCR achieved the highest rating of 97.19 percent, followed by Reid Chrysler C. Manares from Region XII with 96.26 percent.
Meantime, Lenard F. Maramba (Region V) scored 95.72 percent and Shiela Shanne E. Macol (Region VII) had 95.70 percent.
The NCR demonstrated the highest passing rates across all regions for both exam levels. For the Professional level, NCR recorded a 20.40 percent passing rate, with 8,206 successful examinees out of 40,217. Similarly, for the Subprofessional level, NCR had a 15.31 percent passing rate, or 933 passers out of 6,095 examinees.
Other regions with high overall passing rates for both levels included Region V (19.30 percent), Region IV (18.75 percent) and Region II (17.74 percent).
Passing the CSE-PPT confers either Career Service Professional or Career Service Subprofessional eligibility. The Professional eligibility is suitable for both first-level (clerical) and second-level (technical/executive/managerial) government positions that do not require professional licenses or are covered by special laws. The Subprofessional eligibility is appropriate only for first-level clerical positions that do not involve professional practice or specific laws.
The CSC clarified that these eligibilities do not apply to government positions that require the practice of a profession, as those demand appropriate licenses.
