The Bases Conversion and Development Authority (BCDA) is tapping two South Korean firms for infrastructure projects in New Clark City, Tarlac, and Poro Point, La Union.
On 18 March, BCDA President and CEO Joshua Bingcang and OIC Senior Vice President Mark Torres met with Moon Engineering Co. Ltd. to discuss a feasibility study for upgrading San Fernando Airport in the Poro Point Freeport Zone.
Moon Engineering, a leading ICT engineering firm, has completed over 4,000 projects in airports, navigation, harbors, railways, smart cities and more.
BCDA officials also met with Jin Systems Co. Ltd. to explore deploying and testing smart mobility solutions in New Clark City under the 2025 K-City Network Smart Solution Demonstration Project. Based in Jeju, Jin Systems integrates location-based spatial information technology across transportation, social welfare and safety sectors.
"They are recognized as leaders in infrastructure and smart city development. These potential partnerships will play a pivotal role in advancing infrastructure and integrating cutting-edge technologies in New Clark City and Poro Point," Bingcang said.
Currently, San Fernando Airport, managed by Poro Point Management Corp., has limited operational capacity, serving primarily charter flights and flight schools. The proposed upgrade aims to increase the airport’s capacity to accommodate more commercial flights.
This upgrade will reinforce San Fernando Airport’s role as a vital transport hub in Northern Luzon and unlock new economic opportunities in La Union and surrounding communities.
The New Clark City demonstration project aligns with BCDA’s vision to transform the metropolis into a smart, sustainable, future-ready destination, integrating green, efficient mass-transport systems to improve life for investors, workers and residents.
