BAGUIO CITY — The Philippine National Police Firearms and Explosives Office (PNP-FEO) has revoked the right to possess firearms of the chief of Barangay Dangdangla, Bangued, Abra, following his alleged involvement in two separate fatal shooting incidents.
The Order of Revocation, dated 8 May 2024, was issued against Dangdangla Barangay Captain Ryan Seares Luna, effectively canceling his License to Own and Possess Firearm (LTOPF) and all associated Firearm Registrations (FR).
The PNP announced the revocation Friday.
This stemmed from two shooting incidents where Luna was allegedly involved. The first occurred 27 April 2022, at the covered court of Barangay Angad, Bangued, Abra, resulting in the death of Ronie Bermudez Bringas.
The second and more recent incident took place 21 April 2025, at Sitio Agdamay, Barangay Budac, Tayum, Abra, where Jordan Claustro Barcena sustained gunshot wounds and Jay-ar Tanura was fatally shot.
A criminal charge of murder with two counts was filed against Luna on 39 April 2025, with the Provincial Prosecution Office of the Department of Justice in Bangued, Abra, in connection with the recent incident in Barangay Budac, Tayum.
The PNP cited that the shooting incidents occurred during the enforcement period of the Commission on Elections (Comelec) gun ban, which further aggravated the violations. The PNP cited Section 39 of Republic Act 10591, the “Comprehensive Firearms and Ammunition Regulation Act,” and its implementing rules, which allow for the revocation of a firearm license if the licensee commits a crime involving a firearm or carries a firearm outside their residence or workplace without a permit.
“Given the nature and gravity of the offenses, the FEO has exercised its authority to revoke Mr. Luna’s LTOPF and FR in the interest of public safety and in adherence to the rule of law,” the PNP said.
Upon being served with the Notice of Revocation, Luna committed to turn in his 18 revoked firearms to the Abra Provincial Police Office within three days.
“The PNP remains steadfast in its duty to ensure that firearms are possessed and used only by qualified, law-abiding citizens, and will not hesitate to take necessary actions against violators of the law,” the police said.
