BAGUIO CITY — The League of Municipalities of the Philippines (LMP), in a statement, expressed strong condemnation of the slaying of re-electionist Rizal, Cagayan Mayor Joel Ruma, who was gunned down on the evening of Wednesday, 23 April 2025, while campaigning inside a gymnasium in Barangay Iluru, Rizal.
The League, through its national president and La Paz, Abra Mayor Joseph Bernos, called on the Commission on Elections (Comelec), the National Bureau of Investigation (NBI), the Philippine National Police (PNP), and all concerned authorities, emphasizing that the incident underscores the grave dangers faced by public servants — particularly during the election season.
Ruma, who was attending the campaign rally, sustained a gunshot wound to the chest. He was rushed to the Tuao District Hospital but later died while being treated. Two other individuals at the rally, identified as Merson Abiguebel and Melanie Talay, were injured by stray bullets.
“The heinous act of violence has not only shaken us but also deeply affected the community he so faithfully served,” Bernos stressed. He called on all Filipinos from every cross-section of society to join the League in condemning violence and supporting peaceful, honest elections in a safe environment for all.
The LMP president extended the League’s condolences to the family, friends, and constituents of Ruma. Bernos added that justice must be served and that Ruma’s legacy should continue to inspire the kind of leadership the nation needs.
Meanwhile, Cagayan Governor Manuel Mamba has offered a P1-million reward for any information that may lead to the swift resolution of Mayor Ruma’s murder. The governor also appealed to the residents of Rizal to cooperate with authorities in identifying those responsible for the crime.
