Catapang calls on BuCor to embrace Easter as season of hope, reform

BuCor chief urges personnel to become "beacons of hope" and commit to transforming lives of PDLs

Bureau of Corrections (BuCor) Director General Gregorio Pio P. Catapang Jr. marked Easter Sunday with a message of hope, transformation, and spiritual renewal directed toward persons deprived of liberty (PDLs) and the entire BuCor community.

"A joyful and triumphant Happy Easter to all PDLs and to the entire BuCor family!” Catapang said, as the country celebrated Easter Sunday, 20 April.

He called on everyone to embrace the season’s deeper meaning—not just celebration, but a reflection on collective struggles and the path to healing.

"Easter is not only a time for celebration but also an opportunity for reflection on our shared journey, our struggles, and, most importantly, our collective path towards transformation and healing," he said.

Catapang acknowledged the longstanding issues within the Philippine prison system, notably the 50 years of neglect that have left facilities overcrowded and under-resourced.

"The challenge of congestion of PDLs is a pressing concern; it reflects not just numbers but real lives that deserve dignity, respect, and a second chance," he emphasized. "In challenging times, it is faith that lights our path, illuminating possibilities even in the darkest of places."

He stressed that BuCor’s mission is not simply to enforce discipline but to guide those who have faltered toward reintegration into society—with empathy, accountability, and faith at the core of their efforts.

"This Easter, I urge each one of you to renew your commitment to this vital work," he said. "Let us dedicate ourselves to serving our PDLs with love and understanding, striving to bring about the positive changes that will shape BuCor’s future."

Catapang concluded with a call for unity in rebuilding the institution: "May we rise together, renewed in hope and committed to making a difference in 'Bagong BuCor sa Bagong Pilipinas.'"
