The Land Transportation Office (LTO) on Friday disclosed that it has summoned the registered owner of a motorcycle seen parked in the middle of a busy Antipolo City road, an incident that went viral online.
LTO chief Assistant Secretary Vigor D. Mendoza II expressed surprise at the rider’s actions.
“It’s truly baffling that some motorists behave this way on the road,” Mendoza said, adding they want to hear the owner’s side due to due process rights.
He also warned of “serious problems” with the LTO if the explanation for the parking is unsatisfactory.
The LTO issued a Show Cause Order (SCO) to the registered owner based on the viral video.
Investigators are also trying to determine if the registered owner was the one who parked the motorcycle.
The SCO, signed by LTO-Intelligence and Investigation Division chief Renante Melitante, orders the owner, a resident of Barangay San Roque in Antipolo City, to appear at the LTO Central Office in Quezon City on 24 March.
It also cites potential administrative charges for obstruction of traffic under Republic Act 4136, Section 54, and possible license suspension or revocation for being an “improper person to operate a motor vehicle” under the same law, Section 27.
