Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan revealed that United Technology Consolidated Partnership (UTCP) and Engr. Albert Cañete were responsible for designing the Cabagan-Sta. Maria bridge and a "wavy" flyover in Iloilo.
“[Engineer] Albert Cañete, with joint ventures with two others. Cañete’s company is the principal. They are the ones responsible for preparing the design,” Bonoan said in a radio interview Thursday.
He also confirmed that UTCP and Cañete were involved in the design of the Ungka flyover, which was closed two weeks after its opening due to complaints about apparent defects, including a “wavy feel.”
The collapse of the bridge has raised concerns about the firms involved, particularly regarding the recurring mention of UTCP.
Bonoan acknowledged that the company is linked to a second project with design flaws.
When asked about accountability, he stated that discussions would occur soon, adding that blacklisting firms responsible for serious infrastructure failures should be considered.
Regarding the Cabagan-Sta. Maria bridge, Bonoan assured that the government is exploring solutions for repairs.
“Hopefully, we will find ways to repair the bridge at the earliest possible time,” he said, adding that the bridge will not be converted into a suspension bridge.
“There will be some changes in the design that need to be incorporated. Hindi na po pwedeng suspension bridge. Pero dapat cable na,” Bonoan clarified.
He also expressed his willingness to face legislative inquiries and meet with former DPWH Secretary Mark Villar if necessary.
