Since 14 February, all outpatient emergency cases in accredited Level 1 to 3 hospitals will be covered under PhilHealth’s Facility-Based Emergency (FBE) benefit, following the implementation of the Outpatient Emergency Care Benefit (OECB) package outlined in PhilHealth Circular 2024-0033.
PhilHealth Advisory No. 2025-0009, published on 18 February, confirmed the expanded coverage, marking a significant step in improving access to emergency care for members. However, the Prehospital Emergency (PHE) benefit, which includes coverage for ambulance services, will be announced at a later date.
Hospitals do not require separate accreditation to provide FBE benefits, as these are automatically included in their existing hospital accreditation. However, facilities with extension units must submit a certification to their respective PhilHealth Regional Offices, indicating the name and complete address of the affiliated facility.
