Senator Ronald "Bato" dela Rosa is eyeing to craft legislation that would institutionalize operational procedures in police training amid the rising involvement of cops in various incidents.

Dela Rosa expressed disappointment in the involvement of members of the Philippine National Police in these incidents.

"We are saddened because we expect the best performance from them. However, the (police) organization is not perfect so we are saddened by these incidents," the senator said in a recent radio interview.

Dela Rosa said the need to tackle the root causes of these incidents, including the misuse of force by the cops and their lack of knowledge of the police operation procedures.

"I think the training should be institutionalized, including the use of police operational procedure. So far, I think it is really needed. It should all be a product of training. When we did not restore the National Training Institute, their training was neglected," he said.

The lawmaker is also eyeing returning the power to select the PNP regional chiefs to the PNP to prevent political color and bias in the appointments.

"We are carefully studying the constitutionality of that law and we will make sure it won't be questionable," he said.
