PH, Russia forging prisoner transfer deal

The Philippines and Russia are in talks to establish a third treaty on extradition, the Department of Justice (DoJ) said on Monday.

“We will start negotiating the Transfer of Sentenced Persons Agreement with the Russian delegation sometime next year,” said DoJ Undersecretary and Spokesman Markk Perete.

Perete said the two countries have already forged an extradition treaty and a Mutual Legal Assistance Treaty which are now awaiting ratification by the Senate.

Meanwhile, Perete said there are two Filipinos imprisoned in Russia for murder with one scheduled for release in March 2020 and the other in November 2028.

As to the number of Russians who have criminal cases in the country, the DoJ is awaiting answer from the Department of Foreign Affairs, he said.
