NLEX Corp. proposes extending Harbor Link

NLEX Corp. on Monday bared a plan to build an elevated ramp connecting the ports of Manila to the North Luzon Expressway (NLEX).

In a spot interview, Romulo Quimbo Jr., NLEX Corp. senior vice president for communication and stakeholder management, told reporters they submitted a proposal connecting Harbor Link and Anda Circle.

“We just submitted our project proposal that is going to continue the Harbor Link from C-3 corner in Navotas Interchange to Anda Circle,” Quimbo said.

Dubbed as the Harbor Link Road Access Mobility Facility, the project will be a six-kilometer elevated highway with an estimated cost of P16 billion.

“The advantage of the project is that it’s needed by the port because you have to bring the port closer to the NLEX, in which case commercial vehicles will have the option that instead of using C-3, they will just continue on the ramp to the pier,” Quimbo said.

According to him, the proposed project should help ease the traffic congestion at the ports as trucks will be directed to use the elevated ramp.

The project is intended to facilitate direct access between the port area and North and Central Luzon via the NLEX.

Motorists, especially those in the commercial trucking sector, will enjoy a hassle-free elevated expressway alternative to the choke points of EDSA Balintawak, A. Bonifacio and C3/5th Avenue route.

It is also envisioned for truckers who will be spared from the truck ban and subsequently experience quicker turn around.

On Monday, officials of the Department of Public Works and Highways and NLEX Corp. also inspected the progress of the ongoing construction of the 2.6-km NLEX Harbor Link (R10 Section) and the 8-km NLEX Connector elevated expressways in CAMANAVA.

The twin expressways strategically interconnected at the new Caloocan Interchange along C3/5th Avenue are seen as “urgent infrastructure solutions expected to provide relief to the thousands of commuters and motorists challenged by Metro Manila’s daily traffic.”
