LTO summons ‘viral’ driver

There is no way he was not gonna get caught.

The Land Transportation Office (LTO) yesterday issued a Show Cause Order to the driver involved in two road rage incidents, the last of which was an altercation with a driver of a government vehicle.

Both of these incidents were caught on videos which have made the rounds and shared multiple times in social media.

The subject of the LTO order is supposedly a doctor, based on the identity provided by his road rage victims.

In the Order dated 2 December, the LTO directed a certain Tomas Joaquin C. Mendez to appear before the Intelligence and Investigation Division (IID) of the LTO Central Office in East Avenue, Quezon City.

The IID is probing both incidents which involved the person identified as Mendez and two other drivers.

He was asked to appear at 2 p.m. on 5 December.

He is also expected to file a Sworn Explanation/Comment and show cause on why he should not be administratively liable under Section 27 of Republic Act 4136 or the Land Transportation and Traffic Code.

Section 27 gives the LTO Assistant Secretary the authority to suspend and the exclusive power to revoke any driver’s license issued if he has a reason to believe that the holder is an improper person to operate motor vehicles, or in operating or using a motor vehicle in, or as an accessory to, the commission of any crime or act which endangers the public.

The LTO said failure on the part of Mendez to appear and submit his Sworn Explanation/Comment will be construed as a waiver of his right to be heard in the proceeding.

He will, however, be informed of the result of the evaluation of his case.

Mendez appeared in two viral videos wherein he was seen verbally abusing other drivers and passenger/s during separate road traffic altercations.

One of the victims showed up in a popular television show that provides assistance to victims of crimes.
