Tabuk City creates literacy council

The creation of the council shall encourage and rationalize the formulation of policies and implementation of programs.

TABUK CITY, Kalinga — Through an Executive Order (EO) number 54 series of 2019, City Mayor Darwin Estrañero created the City Literacy Coordinating Council (CLCC) that will serve as an inter-agency coordinating and advisory body.

This is part of the efforts of the government to give proper attention for the synchronization and strengthening of policies and efforts towards the universalization of literacy as mandated by Republic Act 10122.

In the EO, the creation of the council shall encourage and rationalize the formulation of policies and implementation of programs on non-formal, informal and indigenous learning systems, as well as self-learning, independent and- out of- school study programs particularly those that respond to community needs.

The council has the power to recommend strategies on the development of mass movement for the promotion of life skills and education towards the universalization of literacy; formulate measures on the monitoring and evaluation of the literacy situation in the city, including the establishment and maintenance of a city data bank and information exchange and dissemination system to support literacy efforts at the city level.

Further, the council shall also assist in identifying and adopting successful management schemes of literacy programs, and adopt measures to boost research and development work in literacy, by government agencies and NGO involve in literacy work. Likewise, to formulate policies towards maximizing public and private sector support and involvement on literacy programs, projects and activities.

The council shall be assisted by the secretariat heads which are the District ALS Coordinator and the School ALS Coordinator Association President and Mobile Teacher.
