QC introduces strict promotion selection

To ensure that those appointed to city positions are fit and qualified, Quezon City Mayor Joy Belmonte has reconstituted the city’s Human Resource Merit Promotion and Selection Board (HRMPSB).

The mayor said her administration wants to abide by the principle that civil service appointments should be made only according to merit and fitness, pursuant to Section 12, Rule VI of the Omnibus Rules Implementing Book V of the Administrative Code of 1987.

This means, the board is tasked to select and promote only suitable and worthy city government employees and officials.

It will be the body to recommend who among the applicants to plantilla positions in the city government is the most qualified for selection and promotion.

Belmonte and Vice Mayor Gian Sotto under Executive Order (TRO) 25-have been tasked to be the appointing authority and the chairman for the Executive and Legislative departments, respectively.

On the other hand, the HRMPSB will assist the mayor and vice mayor in the “judicious and objective selection of personnel for employment as well as for promotion.”

Members of the board include the head of department or chief of office where there is plantilla item vacancy; the majority floor leader of the City Council or his authorized representative; the minority floor leader of the City Council or his authorized representative; the chairman of the City Council’s Committee on Civil Service, Appointments and Reorganization or his authorized representative; and the head of QC Human Resource Management Department (HRMD) or his authorized representative.

As per the EO, the board will meet at least once a month and will have a quorum if a majority of the members or their authorized representatives are present and if the majority includes the chairman or his/her authorized representative.

In the event there is no quorum, members of the board present may constitute themselves as an executive committee, which in turn proceeds to deliberate and propose recommendations for future ratification of the quorum.
