Palace to transport groups: Assemble peacefully

A modern jeepney compliant with the PUV Modernization Program.

The jeepney modernization program, a key issue in Monday’s nationwide transport strike, is long overdue and is being opposed by “those who only think of their own parochial interest.”

Thus said Malacañang, which will “not be intimidated nor cowed” by the strike to be led by least two major transport groups, Pinagkaisang Samahan ng mga Tsuper at Operators Nationwide (PISTON) and the Alliance of Concerned Transport Organization (ACTO).

“While we will not dissuade the drivers and operators of public utility vehicles to join the proposed nationwide protest, we caution them, however, to assemble peacefully and not perform acts of violence that will endanger the safety of the general public,” Presidential Spokesperson Salvador Panelo said in a statement.

Department of Transportation Sec. Arthur Tugade also reminded transport operators that their franchises are privileges, not rights.

“The operators are mandated to serve the riding public. I hope they think of the commuters who will be affected,“ Tugade said.

Under the the Public Utility Vehicle Modernization Program (PUVMP) that may start next year, jeepney units that are 15 years old will be replaced with Euro 4-compliant engines or electrically-powered engines with solar panels for roofs.

The programs seeks to change the public land transportation industry and provide a modern and environmentally-safe mode of transportation.

The DOTr will provide a a subsidy of P80,000 for each driver and operator who will comply with the PUVMP, covering the 5 percent equity of the Landbank of the Philippines loan and payable within seven years at an interest rate of 6 percent.
