Creation of Cebu City college revived

An archived ordinance establishing the Cebu City College (CCC) may see the light of day as a local councilor sponsored a measure with the same objective.

City Councilor and former Vice Mayor Joy Augustus Young presented recently to the council the ordinance establishing a CCC that was passed on 22 February 2012 after his colleague, Councilor Raymond Alvin Garcia, sponsored the same measure during the recent regular session of the Council. The proposal of Garcia was referred back to the Committee on Laws and Ordinances for possible amendments.

In an exclusive interview with DAILY TRIBUNE, Young explained that the CCC ordinance was not implemented in 2012 as there was a Commission on Higher Education moratorium on the opening of new schools.

Young said the implementation of the ordinance was not followed up as he lost his reelection bid for vice mayor in 2013.

He also said that in 2016, then Mayor Tomas Osmena advised to continue the scholarship program started in 2009-2010 instead of establishing a city college since there are already many private schools the colleges in the city offering quality education.

“We can’t compare Cebu City with Mandaue and Lapu-Lapu Cities etc. of having their city colleges as here in Cebu City, all private colleges and universities are established and why compete with them?” Young asked.

Major universities and colleges located in Cebu City include the University of Cebu, University of the Visayas, Cebu Normal University,Cebu Technological University,South Western University, and Cebu Institute of Technology-University.

Presently, the Cebu City government spends a minimum of P200 million to P300 million for the scholarship program for college students.
