GTCA beneficiary surrenders

An inmate freed through the Good Coduct Time Allowance (GCTA) Law despite being convicted of heinous crimes surrendered himself at the Pandacan Police Station.

Leonardo Navales Avila voluntarily turned himself to the authorities after the President gave a 15-day deadline for said heinous crimes convicts to surrender.

The 73-year-old man was sentenced to life imprisonment on two counts of homicide and three counts of rape in 1993.

To recall, Republic Act No. 10592 or the expanded GCTA Law amended a number provisions of the Revised Penal Code on time allowances and credit for preventive imprisonment of inmates.
