Speeding Chinese arrested at checkpoint

Authorities on Monday reported that two Chinese nationals were arrested after allegedly speeding through a checkpoint in Binondo, Manila.

In a statement, the Manila Police District (MPD) said the suspects, identified as Cai Fang Bin and Man-man Chen, were collared by authorities at a checkpoint along C. M. Recto Avenue corner Sanchez Street at 2:20 a.m.

Initial reports revealed that Cai was drunk while driving and Man-man supposedly disrespected the policemen who were arresting them.

“They were speeding and, after they were flagged, it was found that the car’s registration is expired,” said MPD Station 11 commander Police Lieutenant Colonel Noel Aliño. “The driver was also under the influence of liquor and had no driver’s license.”

Meanwhile, Manila City Mayor Francisco “Isko Moreno” Domagoso warned against disrespectful foreigners in the nation’s capital, following the arrest of two Chinese nationals.

“No matter what country you come from, if you disrespect our policemen, our traffic enforcers, you are not welcome here in the City of Manila,” he said in his official Twitter account.

Authorities said Cai would be charged for violation of Section 56 (d, e and f) of Republic Act 4136 or An Act to Compile the Laws Relative to Land Transportation and Traffic Rules, to Create a Land Transportation Commission and for other Purposes.

Man-man, on the other hand, will be slapped with charges for violating Article 151 of the Revised Penal Code or resistance and disobedience to a person in authority or the agents of such person, as well as interfering with police duties.
