Irrigation construction on 7th year

An irrigation project in Agusan del Sur that broke ground in 2008 is only 95 percent complete to date, the National Irrigation Administration (NIA) has learned.

NIA officials discovered the seven-year delay in completing the Sta. Josefa Pump Irrigation Project (SJPIP) costing P551.9 million after a review of 436 unfinished irrigation projects in 2017 with an aggregate cost of P11.938 billion.

The causes of delay in finishing the SJPIP were right-of-way (ROW) problems, peace and order situation in the project areas, late release of funds and budget allocation process, delay in the bidding of civil works, unworkable site condition due to consequences of climate change, on-going farming activities and poor contractors’ performance.
