Pimentel sees OLBARMM as ‘short-lived’ law

The newly-approved Bangsa Moro Basic law (BBL) now known as the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao (OLBARMM) even if ratified by the people in a plebiscite will likely be short-lived when the country becomes a Federal State, former Senator Aquilino Pimentel Jr. said.

Pimentel said the BBL will be appended to the new Constitution under a Federal system.

He said President Rodrigo Duterte’s original preference was for the BBL to be discussed alongside the proposal to revise the 1987 Constitution to pave the way for the Federal shift.

However, the proposed Federal Constitution was already submitted by the Constitutional Commission (ConCom) to the President.

The proposed Federal Constitution will be overtaken by the early OLBARMM passage expected on Monday prior to the State of the Nation Address (SoNA).

“Now, it will probably be just appended to the new Constitution” Pimentel told Daily Tribune.

The former senator who is also a ConCom member said the Moro people will benefit more from a Federal state than from the BBL in which the Bangsamoro region will stand by its lonesome.

He said that under a Federal government only some features of the OLBARMM will be incorporated.

“My understanding is that BBL’s best features are to be incorporated in the Federal set up” Pimentel said.
