Bb. Pilipinas International 1st Runner-Up Ma. Ahtisa Manalo has filed a complaint against a member of the Philippine National Police Aviation Security Group for alleged violation of Republic Act 11313, or the Safe Spaces Act, popularly known as the “Bawal Bastos Act.”
The suspect was identified as Patrolman Alvin Boales, assigned at the Ninoy Aquino International Airport Terminal 3. Boales was arrested and detained after Manalo executed a formal complaint against him.
The investigation showed that on 10 March 2023, at around 6 p.m., Manalo approached and sought the assistance of Airport Police Officer 1 Arvin Malabanan at the Arrival Gate 4 Exit of Terminal 3.
Manalo, the niece of the Department of the Interior and Local Government Undersecretary for Plans, Public Affairs and Communication Margarita Gutierrez, had just arrived at Terminal 3 on board Air Asia flight Z2 224 from Caticlan.
According to the investigation report, Manalo was allegedly grazed on her behind by unidentified PNP personnel at Bay 8 Arrival Curbside while waiting for the Grab car she booked.
Manalo said she confronted the suspect regarding the matter, but he denied the allegation against him then she asked for his name.
The suspect identified himself as “Alvin Garcia” and then walked away. The APD learned that there was no Alvin Garcia assigned at NAIA.
Manalo requested a CCTV viewing and she was escorted to Terminal 3 APD station to file a complaint.
After reviewing CCTV footage, Boales was identified as the person in the interaction with the beauty contestant.
Boales was charged with violation of RA 11313 before the Pasay City prosecutor’s office.
