The Bureau of Immigration on Monday reported the arrest of an American who figured in an incident caught on video showing him berating and assaulting a delivery rider in Cebu City recently.

BI Commissioner Norman Tansingco said operatives from the BI Intelligence Division arrested 43-year-old Phillip Justin Bean, inside his hotel room in Barangay Dayas, Zapatera, Cebu City.

Tansingco issued a mission order for Bean’s arrest after an investigation revealed the American had already been overstaying in the country since 7 April 2022.

Aside from overstaying, the American’s action of assaulting a Filipino was not acceptable, the BI chief said, thus he should be deported as an undesirable alien and blacklisted from being allowed back into the country.

Bean had been working illegally also based on BI investigation that showed he worked as a duty manager for a bar in Cebu without a work permit and working visa.
