House ratifies bicam report on SIM bill

he House of Representatives ratified the bicameral committee report on the SIM Registration Bill on Wednesday, which, according to Speaker Martin Romualdez, may become the first measure signed by President Ferdinand "Bongbong" Marcos Jr.

"This may be the first of the many legislative measures that will be signed and enacted into law by President Marcos, Jr. in his six years of office," said the Leyte solon.

The "Subscriber Identity Module Registration Act", is the first legislative measure that successfully passed the approval of the bicameral panel of both the House of Representatives and the Senate in the 19th Congress.

Members of the House and Senate, during the bicam meeting, harmonized the disagreeing provisions of House Bill 14 and Senate Bill 1310, both of which call for the registration of SIM cards.

The "Subscriber Identity Module Registration Act" is the first legislative measure that successfully passed the approval of the bicameral panel of both chambers of Congress in the 19th Congress.

According to the proposed legislation, all SIM cards sold are in a deactivated condition, and activation requires end users to register their SIM cards with the concerned public telecommunication entity.

On the other hand, all existing SIM subscribers must register with their respective PTEs within 180 days of the law's effectiveness.

Failure to register the SIM within the necessary period will result in automatic deactivation, and it can only be reactivated when registered in accordance with the legislation.

Under the measure, a SIM owner is required to submit a duly accomplished control-numbered registration form with his full name, date of birth, sex, and address.

Representative Janette Garin of the Iloilo 1st district moved to ratify the bicameral report during Wednesday's plenary session, the last before the House adjourns for a month.

The motion was approved unanimously by voice vote.
