SMC seen expanding toll-road projects

Project proposal covers the financing, design, construction, operation, and maintenance of a 27.06-kilometer toll road

Diversified conglomerate San Miguel Corp, owned and controlled by businessman Ramon S. Ang., may expand its toll road portfolio if its unsolicited proposal to undertake the Cavite-Batangas Expressway remains unchallenged.

Renato Abutan, chairperson of the PPP selection committee of the Cavite provincial government, said San Miguel Holdings Corp., the holdings firm of SMC, has received the Original Proponent Status for the development, design, construction, operations, and maintenance of the CBEX Project.

The project proposal covers the financing, design, construction, operation, and maintenance of a 27.06-kilometer toll road along the municipalities of Silang, Amadeo, Tagaytay, Indang, Mendez, and Alfonso in Cavite and Nasugbu in Batangas.

‘Right to proceed’

Abutan said the OPS status, which was granted last 30 June, gives the SMHC the “right to proceed with detailed negotiations, and if successful, to exercise the right to match the best competitive proposal that may be submitted during the competitive challenge process.”

“In line with the province’s PPP Code, the selection committee will now proceed with the Competitive Selection Process, which is a mandatory process designed to solicit comparative proposals from other potential proponents as counter bids to the unsolicited proposal submitted by SMC,” he said.

SMC has an infrastructure arm that handles the construction, management, and operation of the country’s largest infrastructure network.

Its current portfolio includes: the Tarlac-Pangasinan-La Union Expressway, the Southern Tagalog Arterial Road, South Luzon Expressway, the Skyway System, and the NAIA Expressway, Boracay Airport, the MRT-7 rail and road project, and the Bulacan Bulk Water Supply Project.
