Still another palit-puri or sex-for-freedom case surfaced yesterday as Quezon City Police District (QCPD) director Chief Supt. Joselito Esquivel Jr. disarmed two rookie policemen accused of raping a 22-year-old woman.
Esquivel presented the suspects, police officers 1 (PO1) Jayson Portuguez and Severino Montalban, to the fuming head of the National Capital Region Police Office, Director Guillermo Eleazar.
The victim fingered the two members of the Tactical Motorcycle Riders of Police Station 4 of the Novaliches 4 as the ones who raped her inside a mobile patrol.
Investigation showed the victim was arrested with five other women evening of 3 November at Plaza Nova for allegedly engaging in illegal gambling in violation of Presidential Decree 1602.
The six women were brought by TMR operatives to the Quezon City General Hospital for medical examination, where the victim was raped inside a police patrol car parked in the dark.
The victim was dropped off on Buenamar Street in Novaliches while the five others arrested were brought to PS 4 presumptively to be booked.
Esquivel condemned the incident, saying “we will never tolerate such acts that bring dishonor to the QCPD’s good name.”
“We assure the public that this incident does not speak of the culture of the police, hence, we encourage similar victims to speak out and to come to us to identify these very few rotten eggs.”
The alleged rape victim did just that — file a complaint. She also showed up in the press presentation of the suspects at the NCRPO headquarters in Taguig City.
The rape complainant sought assistance last 5 November from the Regional Special Operations Unit, which coordinated with PS4 under Supt. Rossel Cejas in arresting Portuguez and causing Montalban to surrender the next day.
The victim tagged Portuguez from a police line-up and identified Montalban through his nameplate. The policemen will be charged with violation of RA 8353, the New Anti-Rape Law.
The case of the two rookie cops came to light just days after Philippine National Police (PNP) chief Director General Oscar Albayalde urged victims of rogue cops not to hesitate in filing complaints against them.
Albayalde maintained that so-called “palit-puri” incidents are not prevalent contrary to the claim of a non-governmental organization.
The head of the PNP made the statement following the arrest of PO1 Eduardo Valencia for allegedly raping a 15-year-old girl in exchange for setting her parents arrested for drug pushing free.
Meanwhile, Esquivel also ordered the relief of Inspector Ronaldo Sergio for command responsibility as head of PS4 TMR. Also relieved were PO2 George De Leon, PO1 Benjieson Pablo and PO1 King Ogalesco as arresting officers of the women.
