Leaders of 23 Barangay Councils of Senior Citizens expressed their approval of the new system being employed by the Makati City government in distributing their cash incentives under the Blu Card program.
The BCSC leaders, who represent the majority of over 81,000 elderly residents of the city, held a town hall meeting with Makati Mayor Mar-len Abigail “Abby” Binay this week.
In the dialogue, they agreed with Binay that the new system is needed to stop the “palakasan” or patronage system allegedly prevailing in past administrations.
“Our objective was to protect both the distributor and the receiver,” Binay said of the new system.
Under the Blu Card program, seniors are entitled to cash gifts ranging from P3,000 to P5,000 a year based on age brackets while each centenarian receives P100,000.
